Volvo 260B Tilt will not lower, no reverse

I try to lower the outdrive and it will not go down all the way. It got me home until I tried to back in the slip and the drive raises out of the water. How can I get this drive to lower??<br /><br />jb<br />1985 Bayliner Cierra Volvo 260B

Found the problem!!<br /><br /> The exhaust bellows was off at the transom end hitting the trim/reverse lock rod not allowing the drive to lower... got son in water to guide it back in place.. temp weekend fix!
