Volvo 280 not tilting up

Hello all
I have 1985 bayliner ciera with a V8 and a Volvo 280 out drive that is not tilting up, when I press the button to go up the tilt motor runs for 4 or 5 seconds and stops and unit is still down I then press the button to go down and it runs 4 or 5 seconds and I can hear a click and the motor stops. From what I have read that is what it is supposed to do but it is not going up.
Before I tear apart the tilt unit I thought I would get some advice from the Pro's.
I read somewhere that the locking mechanism might be my problem and I cannot find that post.

A little history on the boat, I picked it up for free on Craigslist I put a starter on it and it runs:) and it did tilt up when I first got it.

I got it to go up now the lock on the lower unit was not releasing, is the vice rod the only thing that releases the lock.

I found this pdf in another link and indeed the shifting cable releases it in neutral and forward if I am reading it right and that is not working and it did not want to start today to see if it is stuck in reverse but now thinking about it as I am typing that could be why it would not start its not in neutral or is the neutral switch at the shifting lever.

You are right about the neutral switch being in the control unit. A good idea on the AQs is to keep the lock linkage sprayed with lubricant and with some channel lock pliers work all the moving parts.

I think I have found my problem the spring that returns the lock brace is broken.

This has probably never happened:
The whole tilt assy needs to be greased
every few years.
Take it out and replace the grease.
