Volvo 280 water problems

I have a penta 280 and I hooked up the water to run the motor for a bit. Clamped on the muffs to the drive and started it up. I shut it off asap as I noticed no water coming out of the side ports of the upper part of the drive. I checked the impeller and its good. Took the inside hose off and turned water back on, No water came thru. Unhooked the outside hose where it goes into the inside of the boat, again no water when turned on. All i get is a gurgling sound and water pressure was up and ok. Took inside hose off the tube that attaches to the drive housing and water came out the lower part of the drive. This is the first time this has happened. No problems last time boat was out. Does the smaller hole under the muffs have to be blocked? I have never had any problems before, I'm totally stumped.

The hole in the bottom of the outdrive should be plugged while on muffs. You say the impeller is good, but how old is it? I should be changed every two years. Have you tried backflushing from the raw water pump to see if water flows out the outdrive? You said you had the "S" hose off the outdrive where the the water exits the outdrive, right below the ujoint bellows. That fitting on the outdrive is good?

Yes i did run wate in the other direction and water did come out the drive. i will try and plug the small hole and see what happens. The impeller looked good an i will replace it just in case. I dont know if they can spin on the inside of the impeller and still not move water. thanks for the help
