Volvo duo prop shifting problems

My friends boat:
2003 StarCraft Nexstar 2310 5.7

I am trying to help a friend who is having boat troubles. The boat shop he is stuck with is not being very helpful.

We had just finished a day of boating when he tried to pull away from the shore. The boat went into reverse when he would start it. It would not go into forward. I towed him to the marina and went to the boat shop next door. They said he had snapped the lower drive cable. $230 repair. Next time out on the water the boat ran fine for approximately an hour. The throttle was hard to go into forward so he pushed it, then he lost the ability to go forward. The boat would do into reverse, just not forward. So, we towed him back again and the boat shop said the cable popped off. No big deal, they put it back on free of charge. A couple hours later, the boat started getting an alarm. We assumed it was the impellor, took off the housing and everything was okay. Put it back together, no more alarm. Again, the throttle was hard to push forward, someone else was driving and they pushed it hard this time. Same thing, no forward movement. Something different this time though, when the throttle is put into reverse, the boat moves forward. No reverse at all though.

Could the controls be over centered? If so, how do we identify that?
Could it be a gear oil issue? I know how to check that.
Could it be an issue with the upper drive parts? I'm not going to attempt that repair. We will take it to a boat shop.

I know someone is going to ask why he is stuck at this shop. It's a money thing with him. He already paid for them to repair the boat once, as of right now they are not charging him, but they aren't really fixing the problem either. Also, he had to prepay dry storage and slip fees for the summer.
