volvo outdrive not holding trim

I have a 99 volvo penta 5.0 w/dps drive. while underway the drive will not hold trim and has to constantly be adjusted upward. however while on shore with drive in upward postion it does seem to hold.there is a slight leak from the seal at the ram of the starboard trim piston, i've been told this is not enough for trim to drop, but that the trim motor itself may be the cause, any suggestion???

You should get the trim cylinder fixed, because with it leaking you can also get water in the system and you don't want that.
