Volvo Penta 4.3GL - disconnected hose

I recently purchased a 1996 Larson 17' ski boat with a Volvo Penta 4.3GL PHUB engine, serial #: 4110121886.

My question: I found a hose attached to a part on the starboard side of the engine near the bottom (I think off off the oil pan, but not sure) between the starter motor and the starboard exhaust pipe. The hose is about 3/8" in diameter and is about 18" long and is not attached to anything on the loose end. The loose end is cut at a 90 degree angle.

What is the purpose of the hose and where should the loose end be attached (if at all)? I was thinking that maybe this was how the oil was drained/pumped from boat engines before the oil pump was used, but have not been able to confirm this with any on-line diagrams. I'm concerned that maybe the hose should be attached to something else, but I can't find any other open connections.

#66 of this diagram is the OEM oil drain tube. Of course that doesn't mean someone couldn't retrofit their own version onto the drain plug.
