Volvo Penta 5.0 GL-B not working

So I happen to be a happy new boat owner. Got 22' boat with 2002 VP 5.0 GL-B with 260hr. Boat wasn't in use for almost 2 years and had hard time to start up. so I decided to do a full tuneup. Changed spark plugs, distributor cab, rebuild carburetor, changed all oils. Distributor arm was stuck so I had to remove distributor to cut old plastic arm and insert new arm. Reset timing using "out of sink" procedure from VP workshop manual and... engine does not want to start. When I insert distributor back, it only goes in 2 positions. one position is somewhere over cylinder 1 cable (you fine tune distributor so it's aligned) and do time advance once engine is running, but it cranks, but nothing happens. Checked spark (using sync flash tool) and it's ok. is there something Im doing wrong? carburetor has fuel. If I manually press accelerator pump, I can see fuel shoots inside. Any help is appreciated. Thanks.

Do you have the plug wires on the cap correct, the dist install is done by have #1 at TDC compression and dropping the dist in with the rotor pointing to the notch

Think this is the rotor

The reason your unable to install the distributor is because the oil pump slot. Look down the distributor shaft bore and turn the stud so it aligns with the distributor shaft, then drop it in

The GL doesn't use the flat cap, should be Delco EST

Got it working. It was kill switch, LOL. few days prior, I removed shifter cable (along with face plate and kill switch lock screw. never put plug back in. Still LOL about it. Engine would start if I manually shift into forward or reverse and turned up gas, but would dire right after I turned off starter. I started checking for a missing voltage at ignition coil and then realized that I neve put kill switch plug back in. LOL.
Engine is working perfect after timing adjustment.
