Volvo Penta 5.0 GL Starting Problem

I have a rebuilt 2004 Volvo Penta 5.0 GL and I took it out of storage to get it running and it won't start. When I turn the ignition, I hear a relay kick in but the engine does not turn over. I bought a new battery thinking the battery was dead. Even with the new battery, the engine is acting the same. I checked the voltages at the starter and I'm getting 6 VDC no matter if the ignition is on or off. I tried shorting the Positive and Negative together on the starter but, this didn't do anything except turn the dash lights on. Any ideas?

1st off, sounds like you are missing 1/2 your voltage, you should be seeing 12v.
check all your cconnections, especially the grounds.
