Does anyone know what this is, or why there is water pouring from it under power? I thought it was part of the exhaust system but why would water be gushing out of it? Thank you for any info you may have.

That is the exhaust elbow, and the boot is either split or the elbow is cracked. Your exhaust manifold and riser have an inner and outer casing, similar to the engine block. When running water is pushed in the manifold between the two layers. The water keeps the outside of the manifold cool. If water stops the manifold will get very hot just like on your carb.

So remove the hose clamps, rubber boot and elbow to see what's wrong

my guess is that the motor was over heated at one point and the rubber has a burn/split in it, or worse case the y-pipe is corroded. as AllDodge indicated, pull the hose and have a look

Thanks for the help, pulled off the elbow and boots on both sides and all of them were cracked and had holes in them. After 20 years the rubber had just started splitting and coming apart. Ordered all 4 parts online for less than $100 and should have them shortly and replaced. This is probably the easiest and cheapest repair I have had to date, fingers crossed. Thanks for the advice, you guys are great.
