I have water in all 8 cylinders in my 1998 OMC Cobra/Volvo Penta 5.7 GSi engine. I had the boat out of the water and verified there was no blockage in the exhaust path. Anyone have this problem before? Any ideas on how to fix it?

I have water in all 8 cylinders in my 1998 OMC Cobra/Volvo Penta 5.7 GSi engine. I had the boat pulled out of the water and cleared some barnacles from the exhaust passage in the propeller. We then verified there was no blockage in the exhaust path by hooking it up to the hose. Ran the boat for 30 minutes at idle and high speed. Engine stalled a couple of times while idling. Limped back to the dock. Pulled all 8 plugs and they were all dry. Reinstalled plugs and started engine several times. Someitimes it started easily and sometimes it cranked a lot before starting. Finally the enginewould not turn over. I pulled all 8 plugs and all of the cylinders had water in them. Anyone have this problem before? Any ideas on how to fix it?
The engine, manifolds and risers are 2 years old. We pulled the risers after the first time we got water in the cylinders. The risers and the seals looked good.
