volvo penta exhaust

hi , i have a late 70s volvo penta , i think its a 351 commander, down by the exhaust hose there is a hole and water comes out , is it part of the exhaust system ?

this hole is on the transom side beside the flexable exhaust hose, on the right hand side from behind the boat

That is the idle relief port if you have a 270/280 drive
