volvo penta i/o warranty and dealer

Hi all I'm Dave and am new here. I have a 280 horse gas Volvo Penta I/O and its under Warranty. My power steering went so I brought it to a local Volvo authorized dealer who stated Volvo confirmed the warranty status although they are charging me 670 dollars stating that I have to pay for the labor that was over three hours because that's all Volvo gave them for the job. Although the Volvo to dealer agreement and my warranty States the product owner will not be charged for service???? What can I do here?

Call Volvo, you should have all the numbers in your warranty information.

I'm not going to make any other statements because I have no first hand knowledge of the situation or the boat.
