Volvo Penta SX-C2 upper unit gears

Hey,
Bought the boat last year, I didn´t know things about the engines and drives what I know now. So, the boat is FourFinns Horizon 180 from year 1998, but there is a 3.8 V6 carb. on it, so the 4.3V6 (probably destroyed) replaced with re-manufactured old 3.8 V6. Engine runs well, then let it run. Now, the drive is Volvo Penta SX-C2 sn. 3868720 ratio 1.79. I started to question about this ratio, measured it from crankshaft to prop and found that the ratio is 1.97! So, only option is that my upper drive unit is rebuilt or swapped(all drive freshly painted). In this case upper gears must be 21/26 teeth, 1.97 can´t be set up otherwise. My lower gears should be then 17/27.
So I decided to replace uppers gears to 22/23, I would get the ration then 1.66
In europe these items are not freely avaliable everywhere, so I found used gear-set from Netherlands, some boat parts shop. I recieved the parts and found that the gears which go to vertical shaft, up and down the cone-clutch have bronx discs inside damaged. The discs which support the needlebearing inside the gear.
So my question is, can I replace somehow these discs, they look to me one-piece discs but pictures on the web show that in some gears there are circlips instead??? Non of these are avaliable as spare parts.
Are my gears scrap metal or I can use them somehow, teeth on the gears are like new.

I am really thankful, if anyone, who has experiences, could share opinion.
