Volvo Penta trim electrical problem

Hi everyone. First post here and I apologize that it's a question.
I just bought a 93 wellcraft excel and I knew it needed a new trim motor. I installed it and it still wouldn't function. I changed the relays and still no go. The relay clicks but the motor shaft does not spin. Can anyone please tell me where to start? I'm lost with it.

Try to run the motor only,maybe problem is somewhere else.

Put 12 volts from the battery to either the blue or green wire that go into the motor,

I did that and it does run the out drive up and down.
