Volvopenta 230a low power

hi, I just bought a exel 18sx bowrider with a volvopenta 230 engine, took it out for the first time today and found that it doesnt really have enough power to get the boat going.it will get up to plane but it takes a few minutes to work its way up. I was wondering, is this just a poor engine choice or is there some way to get more out of it? is there a better choice of engine that will bolt in to my sterndrive/ mounts fairly easily? I was hoping to at least be able to pull the kids on a tube! haha. any advice would be great . thanks

You should certainly be getting more power than you are now. If you don't have any history on the boat, you may want to start with a compression test, if that comes out ok, you may just need a full tune up.
