VolvoPenta 280 DP(290 conv) - tilting problem

I have a Chris Craft Lander 23 with Volvo Penta 5.0Gi fitted in 2011 including a VP 280 DP (290 underhouse). I wanted to keep the original tilt switch so it has the simple up/down tilt on the side of the dashboard.

At the moment the tilt won't work and when I push it for up or down I can see the volt-meter go down to 12V from 13.7-14.0 but nothing happens. Some threads suggested that it may be a simple switch problem in the 280 construction.

Any ideas of what to search for? Typical problems with these tilt-mechanisms and where to start checking?

check to see if you have fluid in the pump.
