Yes it can.
Might want to try replacing the gearlube. Engine oil should be in there.

prop hubs can slip also. Might try a different prop and see if the slipping goes away.

Re: VP 280 Cone clutch slipping

i think i also have clutch slipping, can't determine pattern, sometimes it does it right away when boat started and than its good after half hour trolling, and another time it would be great from start and than after few hours of riding or trolling it starts slipping ...
ongine oil is in the drive, had a leak there before, replaced few seals and pressure tested - OK, no water emulsion in oil
also used valve paste to re-surface cone clutch, not sure if that helped :/

Had the same problem. It quit when I switched from gear lube to motor oil as recommended in a TSB.

So did you switch back to gearlube or replaced cone clutch?

I lapped the cones thinking that was the problem but credit the 30 weight oil as the fix.

Re: VP 280 Cone clutch slipping

sorry, not clear about whether you left oil in there, replaced with different oil or put in gearlube.

my problem originated with slipping, than i saw water emulsion in drive and while i was fixing water problem by replacing seals i took drive apart and at same time lapped cone since it was 300$ to buy new. also i discovered shim broken but since i didn't have one available i put it back into place - item 8 on this schematic Volvo Penta Schematic Part Diagrams
after all of that i put in mobil high mileage organic 5w30 oil in there.

Engine oil is the stuff to use in an Aquamatic, but why organic? I'd go with dino.
