VRO Pump going bad?

Can anyone please help me and tell me the symptoms of a VRO pump thats going bad. I have a 1985 150 hp V6 evinrude and im noticing some fuel on the fuel lines below the VRO pump. And the part thats really confusing me is when i have the boat out of the water and hooked up to a hose it runs great, but as soon as i put it in the water and put a load on the engine it runs good at low speeds and RPM's but anything above half throttle or high RPM's it will tend to bog down and almost stall if i dont back off the throttle. And in some cases it will just speed up and slow down on its own. Kinda that same concept. And just an FYI, i have replaced all the fuel lines as well as had the carbs cleaned and rebuilt correctly and its still doing it. And the last issue is that it will be hard to start sometimes like its not getting any fuel. It mainly does it when its in the water. Yesterday i had to pull it back out just to start it. From my knowlage (which isnt much lol) i see it as a fuel pump (vro) issue. Please help me because ive been dealing with this for 6 months now and im tired of having a 3000 lb paper weight. lol
