wanting to go fishing but boat want let me

my boat sat under the shelter all winter with no gas in it. today i filled it up and then fired it up. it ran good for about a minute and then started pouring gas out of all four carbs. the gas is coming out of what looks to be overflow holes on the side of the carbs. could this be because the floats are stuck open? motor is 1996 mercury 115

Welcome. I think you've got it right, float needle valves are stuck open. You can never get all the gas out of a carb unless they have drain plug on them. Most of us just run the gas out, which is not a good practice-particularly for multiple carbs. My guess is they have gummed up and need cleaning.
