First time boat owner need help.

I own a 89 Ranger 390v with a 92 mercury, 200hp black max. I am currently running a 19 three blade aluminum prop, a hydrofoil attached to it. Ohh, the boat sat in storage for 2 years before I puchased it.

Ok, here's the problem. When the boat is fully loaded, three adults (two in the boat and one on a kneeboard), 50gallons gas, and livewells full the boat takes 40seconds or so to plane and the driver has to stand in the middle of the boat, passenger all the way to the very tip. I am ussually boating at 3500 to 4000 ft. Top speed is 39-40mph at 5700rpms and fully trimmed. The boat Acts like it want to go at low end but takes awhile to finally kick in and it runs rough at low end.

Ok heres what I've had done to the boat. All carbs rebuilt and cleaned, all fuel filters replaced, new stater, new batteries, new throttle handle, and new plugs (no new plug wires). The gas tanks were full of crap even after I had the carbs rebuilt but I've run 5tanks of gas with fuel stabalizer in them and I changed the fuel filters.

Finall note. I noticed this morning when I was boating that when the motor stuggles the fuel gage flickers. The boat mechanic told me that it probally wasn't electricall. Also something wierd happened this morning. I was topped out and fully trimmed and the boat had a sudden drop in power. I was 5700rpms and 42mph and the boat whent to 5200rpms and 38mphs. I had to give it more gas I could to get it back to 40mph and 4700rpms.
