Wasn't the starter

I tried to start my 1986 70hp VRO Johnson and it turned over for a while. It then started clicking and would turn over for just a split second seemed to be the starter soleniod. I replaced the battery and starter and I'm having the same problem...any idea what it is?

take the battery to the auto parts store and have load tested, usually free. remove and clean both ends of the battery cables. don't just look at them. have you tried taking a jumper cable from the positve battery post to the positive big post on the starter. if you touch the starter pos. and it turn over at good speed, start going backwards, check soleniod, ignition switch. you can also jump the soleniod. using a jumper wire or remote starter switch, connect to top positive, and the top small terminal, starter should operate. my 9 month old 1150CCA trojan battery had a dead short in it this spring. warranty covered it.
