Went to start up the engine just to run it so its not sitting all winter and the water circulating pump pulley was not moving. It ran for about 10 seconds before I realized it and turned the engine off.

Its 42 degrees right now but lately it has been getting in the teens at night. I did drain all the water out from each drain plug so im just wondering if maybe it seized up or I need to warm the engine bay up and see if it will move.

What engine??? If its a V8 Chev, you also need to remove the hose to drain otherwise some water can remain and freeze in it....

sorry its a 2003 merc 5.0mpi alpha 1 gen2, raw water cooling. What hose are you talking about?

Either remove the large diameter hose from the circ pump and drain it that way, or your engine may have a drain fitting at the bottom of the hose.
Got a serial number for the engine, year doesn't tell us much.

engine sn is 0M603438. I drained everything with the remote drain and then I took the hoses off the block and manifold and got up in there with a screwdriver to make sure those holes weren't clogged.

If there was water in there and it froze am I screwed? I got a heater in there right now to warm it up. It didn't move at all when the engine was running.

I lubed all the bearing on the drive belt, warmed everything up and then i fired the engine up with no problems. came up to temp and everything ran fine. guess its ok?

Ayuh,... It obviously had water in it, as you didn't drain it, 'n it was Frozen when you started it...

Odds are it'll be just Fine...
The circulating pump has a tin back-plate that flexes when the water expands into ice...
