Water circulation

Hello guys. I need some advice on a 1987 75hp Evinrude. I have a chance at a good buy with this motor on it (maybe). The guy ran the motor for about 5 minutes for me and it sounded good ran good but, there wasn't any water coming out of the 2 holes on the back nor through the prop. He had the water pump installed around May of this year and the mechanic put a fitting and a line to make a pee line. It did pee a strong stream. He put it in on the side plate next to the cylinders. I kept my hand on the heads and they got pretty hot as it ran! I was told they would get hot but not too hot to put your hand on it. What do you guys think? He did tell me he had it out on labor day and it did great.

Put boat in water, and water test. No boat, water test in water tank with test prop. May save you some money, if motor is good owner should not have a problem with that.
