Water coming from Exhaust cover Plate bolt ?

Hey guys, I have water dripping from one of my exhaust cover plate bolts, I check tightness and they are all tight ? Does this mean the gasket needs to be replaced ?

Service Manual says, Thoroughly clean gasket surfaces of exhaust divider plate and exhaust manifold cover to inspect exhaust divider plate and exhaust manifold cover for grooves, cracks or distortion that could cause leakage. Replace parts as necessary.

Hopefully it's just a failed gasket. Bolts to 18 ft lbs.

What's your engine serial number to help find the correct part numbers?

I looked up the part number for the gasket already but was wondering why its coming out from the bolt all of a sudden with very little time on the motor. Had this happen to a 90 hp merc I had before this, is this a common thing Im wondering ? Will it cause any harm in leaving it this way for now ?
