Water coming out of a fitting on the port side bow

As I walk through the marina, I see a few boats that have a fairly steady stream of water coming from the boat through an above water fitting. These boats are docked and on shorepower. Is this by design? Is it just a bilge pump operating normally or is the boat taking on water from an unidentified source? Most of these boats are in the 35 ft and up range.
