Water coming out the front of the outboard

While on the muffs we realized that water was coming from the top of the OMC

Coming out of what on the top of the outdrive? You've got a Cobra, correct?

It's coming from where the top is joined, my photo seem to be too large to upload

Sounds like you have a seal gone somewhere ... but I really don't know those drives. Someone else will have to chime in.

Would that have anything to do with WOT?

Again ... not knowing much about Cobras ... if you're flooding your drive with water, you could be causing trouble in your gear box(es) and that could screw up your ability to turn RPMs. How does your gear lube look?

The very top where there is a large screw that is actually an oil dipstick or the curved plastic cover part on the prop side of the drive that runs up to the top?

we fixed that problem, but we are still on the problem that the WOT is only at 2000rpm's with a load on
