Ok heres the deal, the carb jet was clogged and i have been trying to get it
running for a while. When i would pull the plugs out i would notice oil water
on the plugs when i would check to see if was getting fuel. now that it is getting fuel it seems to be starting to clear up. i just put used heads and new
head gaskets, will this go away or does it possibly have a cracked head or
is the upper head gasket bad. Im going to put it in my run tank tonight to let
it run for a while to check condition further. where is the water coming from
or is just from not running on those 2 cyls for a while.

you need to tell us what size and year motor you got,that said,you say you put new head gsk.and head,did you torqe them the water could come from a few sorces depending on the eng,you may have had water in your carb but tell us more,was there water in the fuel

Water intrusion comes from head gaskets or exhaust cover gaskets, or metal eaten away in either of those areas. You MUST locate and fix the problem. It won't self heal. What it will do though is destroy your complete powerhead if you don't fix it.

Ok i ran it in water today, sorry its a 1960 75hp evinrude. It started to run bad and crank harder so i stopped and pulled the left bank spark plugs. Wet and milky gunk. I put used heads from boat salvage and new head gaskets.
Torqued them by the book. Where is the exhaust gasket that could leak, i think im going to take the head back it has a 30 day warranty.

The exhaust cover is the flat plate betwen the left and right cylinder banks. There is a stainless steel plate behind it. The plate may have holes in it. Or simply the gaskets are leaking. Or, worst case scenario, the cylinder casting is eaten away. You won't know till you look.

Alright i removed the head and cyl 4 has thick mucky white grayish oil in it.
The head gasket and head look good cant see any leak spots. I also had the
lower unit off to replace impeller before i started to run the engine. Is there any thing i could have done to cause this. Can gear oil get mixed in anyway? Can the exhaust gaskets still be an issue, it did have a couple good backfires when i first started to get it running a couple weeks ago.

If the reason for a new impeller was because it had overheated, yes overheating will cause burned gaskets and leaking.

Otherwise, no none of that stuff is related.

With the head off, you can see the exhaust ports in the side of the cylinder. Water is squirting in there.
