I have a 1987 Grady-White 24-foot offshore with a 350 Volvo Penta engine and a 290 outdrive twin prop. When I hook the water up to the outdrive to to run the engine I am getting more water back then I believe is going in the engine or heat exchanger the boat will overheat but when I pull the holes from the salt water pump it is dry. Is there something that can block the water from coming into the outdrive or do I just need to replace the impellers In The Raw water pump

Welcome Aboard!

Yes, always a good idea to change the impeller, pretty easy to do on yours.

Have you tried this before and it worked? Or is this boat new to you?

Are you using the VP specific motor flusher unit? Do you have the hose turned on full?

There is a drain hole on the bottom of the drive, it is there to drain the water from the cavity where the intake grates bring in the water. The has to be plugged when running the engine on the hose.
