Water flow out powerhead

Have a 1996 mercury (Tracker) 25hpEL, Sn# OG6309267.
Not use to the outflow restrictor streaming water and then stoping, then start again after 15-20 secs. But I think this is exactly how it's suppose to function since the tell tale hose comes directly out of the thermostat housing. So makes sense if would only flow while thermostat is open. Just use to working on a little bit newer engines.
Water temp around cylinders stats around 120 which to me is ok also. Hoping some older tech will confirm for me this is how these function. Thanks

125F and 142F thermostat opening temps are in my realm of experience. Doesn't take much to pop the TS cover, remove the TS and do a quick check of the validity of your assumption and then put the stat and cover back in/on.
