Water flow problems

Good Morning group. I’m looking for some help. So I own an 83 Johnson 115 model J115TLCE. I am rebuilding because my last Johnson has blown pistons and didn’t want to jump into that in prime fishing season. So. I mounted the motor and went to fire it up. And I wasn’t getting water out of the tell tale. I took the hose and the clip fitting off and blew threw the hose and it was clear. So I took the hose off of the spicket on the back of the motor and turned it over. And no water was coming from there. I took the big hoses off of the thermostat to the heads and again. No water. I just replaced the water pump with the correct kit. And went to turn it over, and the same thing. Zero water. It’s bone dry inside of the hoses. What else could be my issue? Thanks in advance.

Isn't that model # a 1989? And where are you running it? In a bucket, or what?

OK, so I don't now what is wrong with it and don't want to make any dumb guesses. Sorry.
