Is it normal to get a little water in the bilge while running a 30 MPH? If so, where does the water come from?

No, it's not normal:( You don't say what size or type of boat you have or what type engine?? How much water is a "little"??
Give us some more info and you'll get some suggestions as to where it may be coming from :)

The boat is a 21' Sea pro with Johnson Outboard 150 hp. Less than an inch of water, not very much.

Re: Water in Bilge

Could be rain water from many different areas that get down into the hull. Most boats are not water tight but should be. A lot of boats will not show any water in the bilge until they get on a plane because the deep V drain to the stern is lower in the water until on a plane.

I would vacuum it dry and then test it again to see if it is continuous intrusion or just a small rain leak somewhere. What year is the boat?

Check your rod holders, anchor lockers, rub railing etc.

Is this boat trailered or left in a mooring or dock?

The boat is a 1999 and is also left on the trailer. The rod holder drain into the bilge.

I would also check all your thru-hull fittings to insure there in good shape. And of coarse anything below water line should be checked as well.

Re: Water in Bilge

My boat had not been in the water for several years before I bought it. When I put it on the water the first few times I got a small amount of water in the bilge. It stopped after a few times out . I was told the same, some rain water trapped in pockets that collected in the bilge once the boat sloshes around for a bit. also some of the plastic fittings may leak a bit until they get good and wet (humming through hull transducer).

The big source of water is my kids getting in and out of the boat :)

agree with above, could be trapped rainwater, trapped water from people getting in and out is huge. Like Taxus said when the kids get in after tubing they drop a lot of water. If you can next time on the trailer tilt it up as high as you can for a bit and see what happens then check again after you take her out again.
