water in cylinders

hey guys i have a little evinrude 15hp tiller i put a new power head on my mid section and it runs but very poor when i checked the plugs they have water on them were are the few places water could get into the cylinders?

head gasket,exhust cover gasket,powerhead gasket

Could be water or could be raw fuel, my 15 looked like water then I figured out there was a stuck open reed.

i put this powerhead on myself i put the new base gasket on if it is leaking there how does it get into the cylinders?

Upper water tube grommet, did you replace it?

no i sure did not is that a seal that seals aginst the bottom of the powerhead?

It does seal tight against the powerhead, there is a water inlet at the bottom of the powerhead, right beside the exhaust which of course leads to the bottom cylinder.
