water in lower unit

i have a 77 evinrude 55 hp. i keep geting water in the foot oil. i bought new lube and plug washers. got home today, water in there again. i am sure the lower unit will have to come off. so which seal is the most common, or what else should i look at first. thanks foe the help zac

Prop-shaft seals are easily damaged by fishing line so perhaps the most vulnerable.

A pressure and vacuum test is the method of checking BUT if you have not replaced the pump impeller recently drop the gearcase off and do all the seals and the water-pump in one go. Hopefully you then wont have any more trouble for several years

prop shaft (2), drive shaft, shift shaft, and fill/vent screws.

See THIS DIAGRAM

Seals on the prop shaft (2) #31
Bearing carrier O ring #27
Vertical driveshaft seals (2) #43
Seal housing O ring #41

Also gasket #37 and O ring #51 on shift rod

Pump impeller #75 or repair kit #81

Be sure to fit seals the corect way round ... back to back where there are two.

is there any special tools that i will need. also if i get the cd version of the service manual, will that be just as good. there r alot cheaper. thank you zac

If you are in the lower unit for seals then replace them all. Check and inspect all other components as well to save re-visiting the same area again.
