water in oil

last year i put new headgasket and intake gasket on my 3.0 l mercruiser. i adjusted the valves but found out that the very last valve had no oil in it so the rocker nut is down farther than the others. is this an issue or can i start it and readjus tthem the way it is? also i removed the dipstick and there is water on it, if i can get a drain pan under the engine and drain the oil how do i get the water out?

also, does anybody know what type of oil i should put it in and how many quarts it holds?

when i try to move trim all it does is clicks but thats it. any ideas??
