Hi I am a new boat owner and don't know much so please forgive my ignorance. I bought a 1989 glasstream regatta with a omc cobra 4.3 I don't know if it's stern drive or not and don't know how to tell the issue I have is their is water in the power steering fluid. Just assuming because it is milky I have tried removing the return line turning until no milkiness put fresh fluid back in turned out milky tried pouring fresh fluid in and pumping it out at the same time needless to say I'm 5 qts in and it's still milky not to mention it is really really hard to turn and makes a popping noise as it's being turned. I've greased it to no avail any help would be appreciated

Most likely your power steering cooler is leaking. Pull it and take to a radiator shop to have it repaired

Ayuh,..... Welcome Aboard,.... Most likely the P/S Cooler is cracked from freezin', without bein' drained of water,.....

It's mounted in the in-comin' water line from the drive,......
