Water jacket torque value for Evinrude 1983 60hp

I got a 1983 60hp Evinrude, I'm not sure about the torque value for the bolts to the water jacket.
I got a general repair manual that covers Evinrude/Johnson 1971-1989 models. In this I can find the value for the head cylinder bolts (18-20ft/lbs), crankcase etc.
It also have torque values for general bolts, for a 7/16 bolt it should be 38-40ft/lbs according to this. Could this value be correct for the bolts, they are smaller than the head bolts. I'm afraid that I will overtighten the bolts. Could someone help me confirm this or point me on where to find the correct service manual?

Make sure you READ Correctly. Many of those values are in INCH pounds!!!!!!!!!!
