Water leak at steering arm

I have a 1996 Regal 182 w/ 4.3L SX-C that has developed a leak. I took the boat to the ramp today to confirm where the water was coming in. Boat was on the trailer so the drive was lower than normal running. I can see water coming in at the steering arm cutout of the inner transom plate(lots of water). Leaked while the engine was running and off. I removed the external steering cover and cap on the gimbal housing. Seal #79 looked "ok". Nothing obvious for the amount of water coming in. Are there any other seals to check for water to enter thru the steering arm

could have a soft transom and the transom shield seal is now leaking

time to start inspecting
