water leak below top plug

i have a 90 horse outboard mercury. i noyice a leak coming from the bottom of the plug. not from plug hole but from the plate that mounts around the plug holes. what is the name of that part and how can i fix the problem

That one is a real simple fix for almost anyone. You will have to replace the water jacket cover gasket. The only thing to really look for is to make sure the outside plate is flat still and then torque the bolts from the inside out and your set ready for the water.
