Racor seems to be the standard in water filtering fuel filters. Go to the racor site and check out the filters with the blue water bowl at the bottom. Lets you see and drain the collected water.
Regarding mounting, I think the best place to mount it is where it is easy to see and access. Proximity to the motor or tank is not important.
