water shutter inspection

Hi, 1992 Mercruiser 5.7L, Gen. 2 outdrive. I want to inspect the exhaust water shutters (slight ticking). Does the riser need to be removed to get the elbow and rubber boots off of the y pipe? All clamps are loose but can't horse the elbow off. Or am I just not trying hard enough? Don't want to cause any un-necessary damage.

Normally, you can take the clamps (#4) off, push hose (#5) down over on the Y pipe and remove elbow (#3) and should be able to get to the shutters.
