Weird problem going to WOT

So im kinda stumped on what can be causing my issue. I have a 1977 2 cyl 55hp evinrude Serial# 55772D. When i try to go into WOT the prop does not spin, when i ease into WOT it works sometimes. i can go forward or reverse at slow speeds but when i try to open it up i go nowhere. Any ideas or feedback is helpful. I do have a manual but i am confused about how to diagnose this issue.

Sounds like a spun prop.
Make a mark at the alu part of the prop aligned with the cotter pin holding the prop nut.
Put engine in gear and try to turn the prop. You may even give it a test ride.
Check mark alignment again. If alignment out, you need a new prop or re-hub the one you have.

Ok, I tried that and i have a little play in the prop while it is in gear. Is this normal?

BTW it is a brand new prop on the motor, and the entire lower unit has been rebuilt.

Did this happen AFTER the rebuild?
If so, most likely the vertical shift rod adjustment is out.
Unhook the shift cable from the engine and shift manually directly at the lever - do a test run and report back.
The shift lever on the engine must be vertical when in neutral. If not your shift rod must be adjusted to correct height.

Ok, so i shifted manually and i have fwd neutral and reverse. but i could only do this if I disconnected the shift lever and pull up on the shift rod to go fwd and push down to go in reverse. So would this mean the adjustment is out? If so how do i adjust it so i works properly?

one other possiblity... broke or about to break shift cable... cable housing stretching.

Cables are new, I just put them on. I had the same problem with the old cables.

Down with the gearcase and adjust the vertical shift rod so the shift lever on the engine is verical.
The OEM manual has the measurement, but you might be able to figure out how much to adjust it.
Before pulling down the gear case, remove the screw going to the shift rod. Be sure the gear case is in neutral. put the shift lever that you attach the cable to vertical, then 'measure the height difference between the hole in the shift rod and the hole in the connector where the screw goes in. This will be about what you have to adjust by screwing the rod up or down.
