On the exhaust manifold side do i need a new gasket or is high temp red rtv acceptable? What sealant should I use on the head bolts?

New gaskets. For the bolts I use head gasket cement.

Perfect seal for the bolts, NAPA (Permatex) aviation sealant a good substitute. Depending on the age of the engine you might consider hardened exhaust seats, your machinist should know if you need them.
