What’s this part?

Can someone tell me what this is? I have a 15hp Mercury outboard on a 1548 Tracker. I bought it last year, and I recently took the motor cover off. I found this part laying below the starter. I’m new to boats and haven’t been able to find anything online. It’s a bullet-shaped cylinder with a machined groove and spring attached. I would appreciate any info. Thanks!

Mercury has made a lot of different 15 HP motors. What is the motor serial number?

No, it wouldn't come loose.

No, I can't. I used the serial number and it came up as 2 cylinder 4 stoke. Is that right?
