What actually stops engine when key is turned off?

I wrote a long complicated post yesterday. I realized that I can narrow it down to this;
1979 Johnson 35hp Long Shaft Remote Steer Model 35EL79A.
Engine starts, runs, charges, chokes etc fine. It will not shut off when the key is turned to the "off" position and taken out. Wiring has been redone so colors don't work. It tried to find the connection that shuts engine off on the Iboats file "photoid=10009449" but just can't figure it out. Any ideas for where I could look would be appreciated.

A wire (normally black w/yellow stripe) goes from the power pack to the key switch. In the "off" position, that wire is connected to ground by the switch.

Check your lanyard switch too if you have one as that should kill the motor via the same system (although its got its own ground in the control box)
