What are exhaust shutters made out of?

Engine: Mercury marine 1988 3.0L 4Cyl Engine #B838487.<br />Outdrive: Apha 1 #OB890142<br /><br />I have just ordered the two new hoses for my manifold (the ones which clamp the manifold pieces together) and also a new exhaust shutter as when I removed the manifold there was 1 small piece of the shutter left hanging in there. Just had a thought, where will the rest of it be? I lost the rear freeze plug to the engine last week and the whole exhaust system got really hot (which is why I need new hoses). Also there was a hole in my exhaust bellows. Is the shutter made of metal or is it some kind of rubber?? Do I need to go digging for it in the lower manifold?? I have a feeling it may have escaped out of the bellows.

Could be in the exhaust tube, the bellows or even in the drive.
