What are these seals for?

This is a picture of the parts in a Force 5hp gear case seal kit, does anyone know where the two little white plastic parts go, their part number on the parts drawings?
I thought they were for the oil drain and oil level plugs, but they do not fit.

The parts kits have a bunch of applications. They might fit anything from the 5 to a 50

In this case, the kit is used only for the same identical lower unit. Mercury lists all the applications and they are all the same identical lower unit.
