What are these spots everywhere

I have a 1997 Bayliner Capri cuddy that is covered in mysterious spots. We had the boat at the lake this past Sunday, brought her home, parked it where I've always parked my boats and now 4 days later it is covered in mysterious spots. My first thought was they were caused by the tree it's parked under but I parked my last boat there for 3 years and not one spot. I'm pretty sure they are not water spots because they don't have that whitish water spot look to them. Is this something to do with the paint itself going bad or what? I am at a loss on this. Also, these spots do not come off easily...if at all from what I have tried. I'll take any thoughts and opinions on what they could be and I'll definitely take advice on how to potentially clean them off the boat. I've included a few pics for visual aids.

First of all, sorry about the fuzzy pic. I did not realize it looked like that when posting. Secondly, nope, no lightning storms here. If it was "bug" related wouldn't you expect to see it all over the boat? The spots are pretty much contained to the front 1/3rd of the boat only. Again, it's the craziest thing that I just can't figure out. Anybody have any good spot cleaners the can suggest? Power washing and scrubbing with a brush does very little at all, maybe lighten them a bit but that's about it. From what I am gathering, it is not paint related but more than likely due to an external force. Thanks for all your input so far!

Did you drive thru wet tar or blacktop? I can't tell from the pics if those are purely on the surface of if there is some defect in the gel.
