+1. That's just unburnt fuel/oil mix draining out of the exhaust housing. It's perfectly normal, however you may want to make sure you're getting good strong spark on each cylinder to ensure that as much of the fuel will be burned as possible.

I run Seafoam in my gas every other 3rd tank. Reduced the oil seepage about 80 percent. Not sure why, but it worked.

It's normal to see unburnt fuel/oil weeping from various holes in the LU...but looking at your photo, it does not seem like thoses holes are factory??? I have never seen two so close to eachother. But, I do not know your motor either!

Do the sniff test to the black crud coming out. If it smells like gear oil, then those holes are a problem. If it smells like fuel, or has kinda a exhausty smell most likely it's just the spent oil that normally comes out of a 2 stroke of that era, and nothing to worry about.

That excess fuel/oil mixture is draining down thru the long inner carbon and soot encrusted exhaust housing. Yea, that'll turn that mixture a dark black.

Re: What are these two black holes?

+1. Running some Seafoam through it per the previous post may help. You can get it for about $10 a can at virtually any auto parts store. When used properly, it will remove excess carbon build up within the engine, which should in turn reduce the amount of soot/goo. You should also notice a better idle, increased compression and smoother overall performance after a good decarb. Seafoam also works great in your car, truck and lawnmower, etc.... Do a search here in the forums for how-to threads and/or on youtube. Be warned! It WILL smoke like a mother@#$@#$, but that's just all the old, built up carbon burning away, but you may want to warn the neighbors......seriously.

lol i already ran seafoam in from a brand new gas tank til the gas ran out...i took out the spark plugs and sprayed DEEP CREEP in all 4, and i also poured seafoam into the carburators while it was running until it choked out...is there somewhere else i should put this stuff lol...or do you think it would be better to remove the lower unit and clean it out myself?

I run 24:1 in my '66 20 hp and it doesn't have the same problem. Sounds like you've done most of the decarb procedure already, which explains why it's particularly goopy, but you still need to run it at WOT for 20-30 minutes on the open water to get the motor up to temp and burn off all the goo. It will smoke like hell, but that's what you want.

It looks to me as there might have been a stuck lower unit bolt, or even one broke off at some point and the holes were drilled to allow penetrating oil to get in the thread channel of the bolt, looks like an effort above the washer as well.

do you think it would be a good idea to try to remove the bolt and see if it comes out?? and then if it does seal the three holes? im gonna have to check on that third one, i didnt even notice it til i took the pictures...
