My grandpa's old Vanguard had those. They were for flaps (or sides) for a suntop (not quite a bimini, a little lower, usually buttons or clips to the window frames).

There for a factory cover. Cover has oval washers around the edge that go over those, then you twist to lock

Ah-ha!

The boat I bought has a Bimini - and the place I bought it from called me a few days later and said the owner forgot about the "attachment". Went to pick it up and it was a brand new in-the-bag cover that attaches to to Bimini (to cover the back of the boat as well).

I probably would have figured it out on my own, but I haven't put it on yet (too busy boating in the sun!)

Great unexpected free "extra" to get with your boat. Worth a lot of bucks if you had to go and buy it. I had the same experience. Boat a slightly used '08. On the way out the door at the dealer, the salesman said the former owner will drop off the cover when he picks up his new boat. (value $800) Didn't know it came with the boat. To make matters even better, he didn't cough up the cover as promised, so the dealer ordered a new one without a word from me...no charge.
