What causes this?

I have one more question regarding my new motor. Working on it tonight I noticed lots of play from the cowling to the throttle. What causes this and what is repair (if necessary)? I’m hoping video helps explain it more than I can. 1990 15 hp for reference. Thanks in advance!

I can't see a video.----I am thinking upper motor mounts.

Looks to be loose steering bracket mounting bolts by the side-to-side play. Also could be upper mounts as stated ^. Either way, powerhead removal to remedy..
